A)since john step the boat,he act force on the boat,the boat give reaction force to him by newton's third law,then john can move. JOHN HAS FORCE ACT ON THE BOAT,THE BOAT ACT ON JOHN BY THE SAME FORCE,THEREFORE,IT'S EXAMPLE OF NEWTON'S THIRD LAW. john is using newton;s third law in order to move forward. B)compared to the mass of the boat,john has much larger mass that sufficient to move the boat fast easily,the force of john acting is much larger too,therefore,the boat gain larger force and has larger acceleration. the boat would move away.also,the mass of john is larger,the force acting on him and the cat results in difference acceleration.the cat gain larger acceleration and give it moving a longer distance.

Suppose the forces involved in both cases are the same. By Newton's 3rd law, John and the small cat also receive the same force acted by the boat. By Newton's 2nd law, F = ma. When F is the same, a is inversely proportional to m. As cat's mass is much smaller then John's, cat's acceleration is much greater then John's. That means that the cat gets enough large speed to reach the dock in order not to fall into water.
